The Islamic-Working Capital Project Financing (i-WCPF) Programme aims to provide swift and convenient access to shariah-compliant financing for Bumiputera companies comprising Start-Ups to Medium-Sized companies through digital financing platform initiatives. The program emphasizes the inclusion of pre and post-invoice financing, allowing companies to leverage their outstanding invoices to access funds for business expansion and operational needs through working capital financing.

i-WCPF is structured around a Shariah-compliant financing system utilizing the Tawarruq concept to support Bumiputera companies facing cash flow challenges. This initiative enables contractors and service providers to receive advance payments for completed work within a shorter timeframe.

This will be able to drive the upscaling and expansion of Bumiputera companies through comprehensive support, strategic initiatives, and targeted interventions. The i-WCPF Program, a government initiative under TERAJU, is a Shariah-compliant supply chain financing program that aims to help Bumiputera companies by accelerating cash flow and working capital in order to boost economic activity.
This initiative is open to contractors and suppliers to private companies and Malaysian Government Agencies, including Ministries, Departments, Government Subsidiaries and government-related companies or ‘GLCs’.
This initiative offers comprehensive financial facilities are offered for each phase of the SMEs’ projects, such as tender support letters, performance bonds, work insurance, term loans, letter of undertaking, letter of credit, revolving credit, machinery, equipment and technology financing and invoice factoring.

Islamic financing is not based on the concept of providing financing for profit, but it provides financing to the entrepreneurs who have a need for their businesses based on Shariah principle.
The concept of this program is based on “Tawarruq” (Commodity Murabahah) which is the purchase of commodities based on deferred payment.

No, it serves as an option that assists businesses in need of financing.

Malaysian SMEs that fulfil the following criteria shall be eligible for financing from the i-WCPF Facility:

  • Minimum of 51% Bumiputera shareholding in the company;
  • Bumiputera status verified by the Ministry of Finance or equivalent (if applicable);
  • Chief Executive Officer/ Managing Director/ majority of the company’s top management are Bumiputera;
  • Companies must be incorporated in Malaysia under the Companies Act 2016;
  • Not Sole proprietorship companies (Enterprise), conglomerates, Publicly Listed Companies and their subsidiaries, Government-Linked Companies (GLC) and Government-Linked Investment Companies (GLIC) and their subsidiaries, state government-linked companies and their subsidiaries, cooperatives, foundations, associations, and organizations.

About i-WCPF

i-WCPF is designed based on a Shariah-compliant financing system known as the Tawarruq concept to assist Bumiputera SMEs in cash flow issues. The initiative is open to contractors and suppliers of accredited private companies and government organizations, including ministries, departments, agencies and government -linked companies or ‘GLCs’.
